Rooted in Chicago. Committed to Our Community.
Who We Are
Team Outreach Services is a grassroots, community-driven organization serving youth and families across Chicago’s South and West Sides. Our mission is to reduce violence, strengthen communities, and equip young people with the skills and support they need to thrive.
We believe every young person deserves a safe environment, trusted mentors, and people who understand where they come from. Our leaders grew up in the same neighborhoods we serve—and they’ve committed their lives to giving back.

Our Leadership Our Story
Together, our leadership team reflects the communities we serve. Their lived experience drives programs that are authentic, relationship-centered, and grounded in Chicago’s unique urban reality.

Co-founder
Torrence Cook
Raised on the South Side of Chicago, Torrence experienced life in the city firsthand. At just eleven years old, he found himself influencing nearly 150 neighborhood youth. Instead of using that influence destructively, he organized kids to help elders, protect their blocks, and look out for one another.
Our Leadership
